Veteran Consultations
Dr. Kenji has extensive experience reviewing VA disability cases, including work as a Primary Care Manager at Camp Zama and as an independent medical evaluator for QTC and VES across Asia. He understands how medical evidence is reviewed, where claims commonly break down, and what decision-makers are actually looking for.
Many Veterans struggle not because their condition isn’t real, but because the medical record doesn’t clearly connect symptoms, diagnoses, and service history. This is especially challenging for Veterans living in Japan, where access to VA resources is limited.
Dr. Kenji focuses on clarifying medical evidence, identifying gaps, and helping ensure that a Veteran’s condition is accurately represented—particularly in cases where the rating does not reflect the clinical reality.
The Service
We provide Independent Medical Opinions (IMOs), also known as Nexus Letters, and Disability Benefits Questionnaires (DBQs) in select cases where the medical evidence supports a clear, defensible medical opinion.
Each case is individually reviewed. Not all cases are appropriate for an IMO, and we may decline cases where the available medical records, service history, or clinical findings do not support a well-substantiated opinion.
If you would like to be considered, please start by emailing us at info@toriihealth.org with the key details of your case and what you are seeking help with. If appropriate, we may then offer a free 30-minute consultation (video or in person) to determine whether we can assist.
An Independent Medical Opinion is not guaranteed and is only provided when supported by the medical record and professional judgment.
